Subject: Performance of 8th Radio Squadron Mobile

1. This is a report on the performance of so much of your 8th Radio Squadron Mobile as was under the operational control of RAGFOR. This part of your Squadron consists of the analysts and translators directly engaged in processing and exploiting intercepted Japanese communications.

2. The cessation of hostilities found exploitation at peak effectiveness. Generally, it can be said that an excellent record was being compiled. Comment, unofficial but uniform, from intelligence officers of wide experience in Army Special Branch of CincPac's staff was to the effect that the 8th Radio Squadron Mobile far outshone other squadrons.

4. The contribution made by the Voice Intercept provided by the 8th RSM side of RAGFOR deserves special mention. Its potentialities were just beginning to be realized as hostilities ceased. Not too much has been known about Jap use of voice in Air/Ground traffic; what was known was developed by RAGFOR. Jap voice for Air/Ground communications was close to virgin field, and one which the 8th RSM was almost alone endeavoring to exploit. Records and transcripts of voice activity during B-29 missions were provided by the XXI Bomber Command. Nisei operators were continually provided for ferret missions.

5. The record of the 8th RSM can, in one regard, be appraised only in terms of the record of RAGFOR as a combined unit. The cooperative efforts believed to have been wholly successful. Instances of mutual aid are frequent.

6. Almost all the foregoing relates to the unique value of the 8th RSM on account of the Army-Navy cooperative effort at RAGFOR. However, the 8th RSM's accomplishments as an entity can be compared with other Radio Squadrons Mobile. A comparison of interchanged information will show the accomplishments of the 8th. This comparison is in no way intended to detract from the success of the other squadrons who may have been faced with difficulties or problems with which we are unacquainted.

7. (Attached was a graph, marked Secret, which indicated that the 8th RSM had produced intelligence reports in quantity and quality which far surpassed all other RSM's in the Pacific.)
