104th Regiment.—This regiment, a portion of which
has now been in the national service for almost four years, is
at present stationed at Norfolk, Virginia, engaged in provost
and other duties belonging to a military post. During the
latter part of the siege of Petersburg, the regiment was in
General McKibbin’s brigade, on the Bermuda front, between
the Appomatox and the James. When Petersburg was
taken, the 104th pushed after the retreating enemy, cap-
turing several hundred prisoners and considerable property.
The regiment was then ordered to Petersburg, where it
remained in camp for a week or two. It was then trans-
ferred to City Point, and while awaiting transportation to
Washington intelligence was received of a riotous outbreak
at Norfolk. To that city the regiment was at once dis-
patched, and there it yet remains, together with a part of the
13th New York Artillery. The 104th is now a full regiment,
with 800 men in the ranks, and in strength and efficiency
will compare favorably with any other in the field. The
companies are quartered in different sections of the city,
guarding the prisons and garrisoning the defences of the
place. The men are very well pleased with their quarters,
which are comfortable and pleasantly located. Their duties
are quite onorous—one-half of the men being required for
guards every day—but they are looking forward to a speedy
release, as the management of affairs is soon to be turned
over to the civil authorities. Several promotions have lately
been made in the regiment. Lieutenant-Colonel Kephart
has been commissioned as full Colonel ; Major John McD.
Laughlin has been made Lieutenant-Colonel ; Captain T. J.
Scarborough has been appointed Major ; and Lieutenants
Warren and Michener have been appointed Captains of their
respective companies. Lieut. Lehnen is issuing commissary
at Petersburg. Surgeon Robinson is still attached to Gen.
McKibbin’s staff, and is also quartered at Petersburg.
